We have created a Urban Flooding Hazard Map

The aim of the Urban Flooding Hazard Map

 In recent years, inundation damage as a result of rain falling in a single place over a short period of time has been occurring again and again in Fukushima City. As such we created the urban flooding hazard map to provide in advance all of the city’s residents with the correct knowledge regarding ‘inundation by urban flooding’ and information on evacuation methods etc., as well as danger information for places where inundation occurs, so that residents can use this as a reference for evacuation movement, to ensure smooth evacuation.

The difference between inundation by urban flooding and external flooding (i.e. flooding)

  • Inundation by urban flooding ....As a result of torrential rain in a short period of time, drainage facilities including sewage pipes, roadside gutters, and waterways etc. are unable to smoothly drain into rivers, rain water overflows from here and inundation occurs. As this can occur in locations far from rivers, low areas, underpasses, and underground walkways etc. require care.

 

  • Inundation by external flooding (i.e. flood) ....Torrential rain, as the result of a typhoon or extended rain, that falls over a wide area causes river water levels to rise, water overflows from embankments or embankments give way, and the river water flows out into residential areas. As the river water flows in with great force, immediate damage can lead to large scale damage including the collapse of buildings etc.

 

 Compared to external flooding (i.e. floods), urban flooding does tend towards comparatively smaller damage, however, highly frequent occurrence and a short time until damage occurs are characteristic. As a result, preparation in your daily life is important.

 

 In addition to the area around your residence, please also check your work or school commute route and places you often go, and prepare for the possibility of a inundation.

①Inundation Simulation Target Areas

 In areas with sewage (rain water) installation plans an inundation simulation is carried out, and areas predicted to experience inundation are separated into colors by inundation depth. In the carrying out of the simulation, the conditions were set at rainfall of July 28th 2017, which at 71mm is the largest amount of rain in an hour to ever actually fall in Fukushima City.

② Actual Conditions of Inundation (Results of Interview Surveys etc.)

 In regards to those areas subject to the inundation simulation, interview surveys were carried out by branch office for locations where inundation (excluding external flooding)had occurred in the past ten years, and those results are indicated in color.

 The printed edition of the ‘Fukushima City Urban Hazard Map’ will be distributed along with the September issue of the City News (Shisei Dayori). 

 In addition, it will also be available at the front desk of the Wastewater System Construction Division and each of the City Hall branch offices.
